ENID, Okla. — Every sex offender who registers with the Enid Police Department is read, and then must sign, four pages of rules they are required to follow.

Down on Main Street, near the old Enid Public Library, magic happens. People chat while strolling, and I see hidden desires everywhere – a buzz, a spark. The streets hum with life.
